1. Structured item and assessment models

Keep a stable identity for each item. The item record includes content, interactions, declarations, scoring, metadata, accessibility data, assets, and revision history.

2. Item-type coverage with limitations

Request a matrix for supported interactions, authoring, imports, delivery, scoring, accessibility, and exports. Do not use one general QTI support row.

3. Searchable and exportable metadata

  • Curriculum framework, standard, domain, skill, and reporting category
  • Depth of knowledge, difficulty, language, audience, and intended use
  • Owner, review state, approval, source package, revision, and usage history
  • Accessibility metadata, alternate resources, glossary, and PNP relevance
  • Item statistics, distractor behavior, scoring corrections, and exposure information

Authors search the metadata. Reviewers verify it. Delivery, reports, and exports use the same metadata.

4. Versioning and publication boundaries

An item edit must create a reviewable revision. Publication must set an immutable item or assessment version so later authoring changes do not alter a live attempt. When a scoring key changes, the platform should preserve original responses and record the correction as an auditable operation.

5. Review workflow and permissions

6. Portability and migration evidence

Require sample imports and exports, not a checkbox. Inspect source preservation, conversion warnings, manifest quality, identifiers, assets, metadata, response processing, and validation output. The target must be a package that another conformant system can inspect.

7. Accessibility through authoring and delivery

The item bank contains alternate text, captions, transcripts, language, glossary resources, presentation requirements, and accommodation data. Authors and reviewers can change this data.

8. Operational evidence

Ask how an item identity connects import, revision, publication, delivery, response evidence, scoring, analytics, rescoring, and export. If those systems cannot reconcile one item and one version, the item bank is only a content folder.
